What is a C/TPA for the FMCSA Clearinghouse?
A C/TPA (consortium/third-party administrator) is a service agent that provides or coordinates drug and alcohol testing services for employers — 49 CFR §40.3. In the FMCSA Clearinghouse it is the company you name in your employer registration and authorize "to query or report information to the Clearinghouse" (§382.711(b)(3)). Any employer may designate a C/TPA (§382.705(c)); an owner who drives for his or her own company must designate one (§382.705(b)(6)).
Vertical Identity is a C/TPA. We run your random testing pool and your Clearinghouse queries, send the consent request to the driver, and keep the records. Sources: §40.3 · §382.705 · §382.711
— What is a C/TPA?
The compliance layer between CDL drivers and FMCSA.
A Consortium/Third-Party Administrator (C/TPA) is a company authorized under 49 CFR Part 382 to manage DOT drug and alcohol testing programs on behalf of employers and owner-operators who operate commercial motor vehicles.
Under federal law, every CDL driver subject to FMCSA authority must participate in a random drug and alcohol testing program. Owner-operators — and small carriers without in-house compliance staff — cannot self-administer this program. A C/TPA does it for them.
Vertical Identity runs a multi-employer consortium pool that meets FMCSA's statistical requirements, handles all result processing through a certified Medical Review Officer (MRO), and maintains the records that protect you in the event of a DOT audit.
What a C/TPA handles for you
- Enrolls you in a FMCSA-compliant random testing pool with other CDL employers
- Conducts random selections at the federally required rate (50% drug / 10% alcohol)
- Notifies you when a driver is selected and directs them to a nearby collection site
- Receives and tracks lab results through a certified MRO
- Runs the FMCSA Clearinghouse queries you order and the pre-employment verifications
- Maintains testing records and generates MIS reports for DOT audits
— Who needs a C/TPA?
Required for every CDL driver under FMCSA authority.
If you hold a CDL and operate a commercial motor vehicle in interstate commerce — or intrastate commerce in a state that follows federal DOT rules — you are required to participate in a random testing program administered by a C/TPA.
01
Owner-operators
Solo CDL drivers leased to a carrier or operating under their own authority must join a consortium. You cannot manage your own random pool — a C/TPA is required.
02
Small fleets (1–5 drivers)
Small carriers that don't have in-house compliance staff rely on a C/TPA to manage their testing program, track results, and maintain records that protect them in an audit.
03
Growing carriers
As you add drivers, a C/TPA keeps your testing rate compliant with FMCSA requirements and updates your pool automatically — no manual calculations needed.
04
New DOT authority holders
If you just received your MC number, you need a C/TPA enrolled before you move your first load. FMCSA auditors verify consortium enrollment from day one.

What is a C/TPA for the FMCSA Clearinghouse?
A C/TPA — consortium/third-party administrator — is a service agent that provides or coordinates drug and alcohol testing services for employers (49 CFR §40.3). In the FMCSA Clearinghouse, it is the company an employer designates to run queries and report on its behalf: the employer names and authorizes the C/TPA in its Clearinghouse registration (§382.711(b)(3)), any employer may designate one (§382.705(c)), and an owner who drives for his or her own company must (§382.705(b)(6)). Vertical Identity is a C/TPA serving CDL drivers and motor carriers nationwide.
What is a C/TPA?
A C/TPA — Consortium/Third-Party Administrator — is a service agent that manages DOT drug and alcohol testing programs on behalf of employers who use commercially licensed drivers. C/TPAs handle random testing pools, result tracking, MIS reporting, and FMCSA compliance so that motor carriers don't have to manage those programs in-house.
Do I need a C/TPA as an owner-operator?
Yes. If you hold a CDL and operate under FMCSA authority, you must be enrolled in a DOT-compliant random drug and alcohol testing program. Owner-operators cannot self-administer their own random testing, so joining a consortium managed by a C/TPA is required under 49 CFR Parts 382 and 40.
How do I find a C/TPA near me?
Any FMCSA-registered C/TPA can serve you regardless of your location — your physical address does not need to match the C/TPA's office because random tests are collected at drug testing collection sites in your area. Vertical Identity operates nationwide and maintains access to thousands of collection sites. You can enroll online in minutes at verticalidentity.com.
What does a C/TPA actually do for my DOT compliance?
A C/TPA enrolls you in a compliant random testing pool, conducts random selections at the FMCSA-required rate (50% drug / 10% alcohol for CDL drivers), notifies you when you're selected, coordinates your collection site visit, receives results from the lab and MRO, and maintains your testing records. Vertical Identity also acts as your C/TPA in the Clearinghouse at no charge, runs the queries you order per driver, and provides a member portal where you can track your full compliance status.
What is the difference between a consortium and a C/TPA?
A consortium pools multiple employers together so the random selections meet the statistical validity required by FMCSA — this is what makes the math work for small fleets and owner-operators with just one or two drivers. A C/TPA is the company that administers the consortium (and other testing programs). Vertical Identity is both: we run the consortium pool AND serve as the third-party administrator that handles all the compliance work.
How much does a C/TPA cost?
Vertical Identity's annual membership is $85 a year for your first driver and $25 a year for each additional driver, or $295 a year for unlimited drivers — this covers the drug and alcohol testing program, random pool participation, Vertical Identity as your C/TPA in the Clearinghouse at no charge, DQF Pro driver files, and access to our member compliance portal. Tests are ordered when needed at member prices: drug tests are $69 each. Clearinghouse queries are ordered per driver at $12 (our fee; the FMCSA query credit is separate). There are no membership setup fees.
Can I switch C/TPAs mid-year?
Yes. You can transfer your consortium membership at any time. Vertical Identity handles the transfer documentation and coordinates with your previous administrator to ensure there is no gap in your compliance record. Your testing history follows your DOT number.
